Terminal Development Planning

Swartz Bay

This Spring we are embarking on an engagement process to gather community input to help shape future plans for Swartz Bay terminal, including improved passenger buildings, amenities, and operational facilities.

Through recent pop-up events at the terminal, an online engagement and a stakeholder workshop we gathered input on key issues and opportunities related to the terminal. We’ll be posting a report on the input we received through this process in early summer. This feedback will now be used by the redevelopment team to create design concepts for the future terminal. Later this summer, we will have additional pop-up events at the terminal and another online engagement to gather community feedback on these concepts. More information about the plans for Phase 2 will be available in the coming weeks.

Project Update

We want to hear from you

We are launching an extensive engagement effort to gather input from key stakeholders, including Ferry Advisory Committees, local governments, nearby residents and businesses, and customers. The process will involve three rounds of engagement, progressing from identifying issues and opportunities to establishing a preferred concept for the terminal.

Engagement will consist of a series of stakeholder workshops, pop-up sessions at the terminal, and an online engagement tool. Following each round of feedback, we will prepare a report summarizing everything we heard and post it here for you to see.

The final step will be the development of a draft terminal development plan that meets BC Ferries’ and the community’s collective needs. We expect the final plan to be ready later this year. When it is, we will host additional information sessions at Swartz Bay, for customers and community members.

Opportunities for Public Input


  • To raise awareness, build interest, and work with the community to explore ways of improving the terminal and to develop a future vision for the terminal
  • To identify terminal improvements, phasing, and cost estimates to accommodate future growth and functional needs
  • To ensure improvements are undertaken in a sustainable, cost-effective, and efficient way.
