BC Ferries is issuing this Request for Proposal (RFP) to secure a multi-year contract for the supply of ultra-low sulphur marine diesel and Aqueous Urea Solution (AUS) to support fleet operations across British Columbia. As an essential public transportation service, BC Ferries requires a reliable, high-quality, and cost-effective fuel supply that meets our operational standards while advancing our commitments to sustainability, fiscal responsibility, and reconciliation.
This procurement reflects four strategic priorities that will guide our evaluation process:
· First, Indigenous Engagement and Reconciliation: the successful proponent will be required to fulfill a portion of the contract value through qualified Indigenous businesses or joint ventures, in alignment with the B.C. Declaration on the Rights of Indigenous Peoples Act (DRIPA). This requirement ensures meaningful economic opportunities and supports capacity building as part of contract delivery.
· Second, Security of Supply: BC Ferries is seeking suppliers who can provide consistent, dependable delivery with priority customer commitments that reflect our role as an essential service.
· Third, Fuel Quality Assurance: suppliers must meet rigorous blend specifications, provide technical support, and deliver comprehensive data reporting to ensure reliability and performance.
· Finally, Competitive Cost and Cost Certainty: consolidating our fuel requirements under a single prime service provider is expected to achieve competitive pricing, reduce contract management complexity, and maintain high quality standards.
Successful proponents will demonstrate not only technical capability and competitive pricing, but also a commitment to partnership, reliability, and alignment with BC Ferries’ values. This RFP represents both a critical operational procurement and an opportunity to advance reconciliation, strengthen supply chain resilience, and ensure dependable service for the coastal communities we serve.

Submission by email to procurement@bcferries.com. The Proponent must abide by the following instructions:
Proponents shall e-mail their proposal to the attention of the Contact shown on the title page of this RFx, on or before the Closing Date and Time stated. Any pricing tables required in response to this RFQ are to be submitted, in the electronic copy, in Excel format. Responses must be in the English language.
Email submissions must meet the following requirements:
- Submissions must be made in Microsoft Office or Adobe PDF format. Worksheets that were provided in Excel format should be submitted in Excel format;
- Each file should be less than 10 MB. Failure by any Proponent to comply with this restriction may result in information not being received by BC Ferries and may result in a non-compliant Proposal by the Proponent;
c) ZIP or like files may not be accepted; and
d) Please do not include hyperlinks or website addresses in the Proposal to
information that forms a part of the Proposal. BC Ferries reserves the right
not to review any information provided by this means, and may result in a
non-compliant Proposal by the Proponent.
