The time has come to rethink Horseshoe Bay terminal, from the services it provides to the look and functionality of its design. Your input will be the cornerstone of our short- and long-term efforts on the site and will help to shape the future design and function of the terminal.

Project update

The impact of COVID-19 on BC Ferries’ financial performance has meant that we have made the difficult decision to delay the implementation of the Horseshoe Bay Terminal Development Plan until business conditions improve.

Although larger terminal development activities have been delayed, safety remains our highest priority and we will continue to upgrade and maintain the infrastructure at the Horseshoe Bay terminal to ensure the continued safe operation of our berths and terminal structures. Mitigating operational impacts such as noise and traffic also remain an important focus for us in the near term.

It is important that we remain involved in the communities of which we are a part. To this end, we will continue to stay involved as a stakeholder in the District of West Vancouver’s Local Area Planning process for the village of Horseshoe Bay. Involvement in this important planning process will allow us to respond and refine the Terminal Development Plan to ensure future development aligns with the community vision.

We thank everyone who participated in the creation of the Terminal Development Plan. It was a considerable effort that engaged more than 6,000 people over three years. That work will not be wasted. The feedback we have received has been used to create a refined Terminal Development Plan which will be posted to this page once available.

Phase 4 - Design - Gathering feedback on draft terminal design concepts

Using the design drivers and visual profile we developed in Phase 3 engagement, we proposed phased terminal development concepts. This approach would allow us to explore ways to improve the travel experience through the terminal and enhance the vibrancy of the Horseshoe Bay community over the long term. Phase 3 - Theming - Co-creating design drivers and a visual profile

In this phase we worked with our customers, the communities we serve, and our key stakeholders to develop two key guidelines for our draft terminal design concepts: design drivers and a visual profile. The design drivers and visual profile were used, alongside our corporate priorities and operational needs to create draft terminal concepts that we presented for feedback in Phase 4. Phase 2 - Discovery - Identifying ideas and opportunities

We started our engagement efforts on the Horseshoe Bay Terminal Development Plan by connecting with key stakeholders to identify opportunities and ideas related to travel trends and desires at the terminal, and to better understand what they envisioned for the future of the terminal.
