Terminal Development Planning

Swartz Bay

The Swartz Bay Terminal is the largest ferry terminal on Vancouver Island, serving Tsawwassen, in Metro Vancouver and the Southern Gulf Islands with service to Salt Spring, Saturna, Pender, Mayne and Galiano Islands.

The terminal is located at the north end of the Saanich Peninsula within the District of North Saanich. Highway 17 provides direct road access south, approximately 32 kilometres to Victoria. The Swartz Bay TDP will provide the framework for the phased implementation of strategies and actions over the next 25 years that will enable BC Ferries to develop the terminal in a cost effective, organized, phased and efficient way.

What will Swartz Bay look like in 2040?

The scope of the Swartz Bay TDP study covers planning, conceptual design, and development of an implementation schedule and budget estimates for upgrading the terminal.

In March 2017, a Working Group comprised of staff from key departments at BC Ferries came together to begin the process of creating a Terminal Development Plan.

Through a series of meetings and workshops the working group has identified a number of key issues and opportunities which the TDP should address.  Key issue poster boards can be found here

Next Steps
Over the next few months we will be engaging with the community and key stakeholders to gather feedback, suggestions and ideas that will shape the development of draft design concepts for the terminal.
